Electric Shavers: Foil, Rotary and Who Each Suits
Foil or rotary, and what close means when no blade touches skin.
An electric shaver cuts hair above the skin line. A foil or a comb sits between the cutter and your face, the hair passes through a slot, and the cutter shears it against the inside of that barrier. The barrier is what protects the skin, and it is also the reason an electric cannot match a blade for closeness. That single fact explains both the trade and the audience.
How foil and rotary physically cut
A foil shaver holds a thin perforated sheet of metal over one or more cutter blocks that oscillate side to side at high speed. Hair enters through the perforations, the moving cutter shears it against the underside of the foil, and the foil keeps the cutter off the skin. Because the cutter travels in a straight line, a foil head is at its best on flat planes and works in straight strokes, with or against the grain.
A rotary shaver uses two, three or four circular heads, each a slotted cap over a spinning cutter beneath. Hair is guided into the slots as the head passes over it and is cut by the rotating blades. The heads pivot independently and float on sprung mounts, which lets them sit flat against a curved surface without the handle being re-angled.
That difference in geometry produces the whole practical split. Foil follows flat surfaces closely and cuts hair that lies in a consistent direction. Rotary follows curves and gathers hair lying in several directions at once, which is why it copes better with coarse or curly growth and with a neck that changes shape every centimetre.

Neither type is better in general. A foil shaver on a curly-bearded, sharply contoured neck will underperform a rotary badly, and a rotary on fine, flat, straight growth will feel like it is doing less work than it should.
Why it cannot be as close as a blade, and why that is the point
The gap between cutter and skin is a design requirement, not a limitation waiting to be engineered away. Cut the hair below the surface and you have built a blade.
A blade cuts at or just above the skin surface. A cartridge goes further: its extra blades work by hysteresis, where the leading blade pulls the hair up out of the follicle, a following blade severs it, and the cut end retracts below the skin surface. That retracted end is what can grow back into the follicle wall, and it is the mechanism behind most ingrown hairs and razor bumps.
An electric never reaches that far. The hair is cut above the skin line, so nothing is pulled up and nothing retracts. This is exactly why an electric is the standard recommendation for skin that reacts badly to blades, and it is exactly why the result is a little less smooth. The trade is real and runs in both directions.
In practice that means an electric leaves a very short stubble you can feel against the grain but rarely see. For most people that is invisible at conversational distance. For anyone who needs a face that is smooth to the touch, a single-blade wet shave is the only route there, and the comparison of safety razors is the place to start.
The two to three weeks nobody warns you about
Skin that has only ever met a blade takes two to three weeks to adapt to an electric, and the first week is usually the worst shave of the three.
Two things are happening. The skin is meeting a new kind of mechanical stress, friction and vibration from a moving head rather than a single slicing pass, and it responds with redness while its barrier adjusts. At the same time, the hair itself changes: blade-cut hairs have an angled, tapered tip, and electric-cut hairs are blunter and stand differently, so the shaver grips them more consistently once a full growth cycle of blade-cut ends has gone.
Three things make the adjustment shorter.
Shave daily, not every other day. Consistency is what conditions the skin, and an electric handles one day of growth far better than three.
Do not press. The instinct when a shave feels incomplete is to push harder, which is the single largest cause of electric-shaver irritation. The head needs contact, not force.
Stop chasing the last hair. Going over the same patch six times causes more redness than the stubble was worth.
Judge the shaver at the end of week three. Almost every “this shaver is terrible” verdict is delivered in week one.
Wet, dry, and which is actually better
Both work, and they suit different priorities.
Dry is faster, needs no preparation, and is marginally closer, because dry hair stands up and is stiffer, which makes it easier for a cutter to catch and shear. It is also the only sensible option if you shave at a desk or in a car.
Wet, meaning a gel or a thin layer of foam on damp skin, is more comfortable and generally causes less irritation, because the lubricant reduces the friction between the head and the skin. It takes longer, and it commits you to cleaning the shaver every time, since gel dries inside the head and gums up the cutter.
Skin type usually decides it. If dry shaving leaves you red after the adjustment period has passed, switch to wet before you switch shavers. Note that hair given two to three minutes of warm water hydrates and softens, which helps a blade considerably and helps an electric much less, since the electric is not cutting at the skin surface anyway.
Replacement heads are the running cost
The purchase price of an electric shaver is not what it costs to own. Foils and cutters wear, and a worn head is the most common reason a shaver that was fine last year now tugs.
Expect to replace heads every twelve to eighteen months with daily use. A foil is a thin metal sheet that thins further as it abrades against the cutter, and eventually it perforates or tears, at which point the cutter can reach the skin. Rotary cutters and their caps wear as a matched pair and should be replaced together rather than individually.
Three signals say the head is done: hair being pulled rather than cut, a shave that takes noticeably longer than it used to, and new irritation with nothing else changed.
Two habits extend head life. Clean after every shave, because trapped stubble and skin oil abrade the foil from the inside. Oil the cutter if the manufacturer specifies it, since a dry cutter wears its foil far faster.
Factor the head cost across the life of the shaver before comparing models. A cheaper shaver with expensive, frequently replaced heads is not the cheaper option, and this is where the running-cost comparison against a double-edge blade actually happens.
Who an electric is right for
An electric shaver is the correct answer for four groups. Anyone whose skin bumps or ingrows with any blade, because cutting above the skin line removes the mechanism. Anyone shaving in under three minutes on most days. Anyone with a strongly contoured jaw and neck who finds a blade hard to control there, where rotary heads have the clear advantage. And anyone shaving a scalp, where the absence of nick risk on curved bone matters more than the last fraction of closeness, as the head-shaving hub sets out.

Why is my electric shaver not as close as a razor?
Because it cannot be, by design. An electric shaver cuts hair above the skin line: a foil or comb sits between the cutter and the skin, and that gap is what stops the cutter reaching you. A blade cuts at or just below the surface. The gap is physical, so no motor speed or head count removes it. That same gap is why electrics suit skin that reacts badly to blades.
How long does it take to get used to an electric shaver?
Two to three weeks. Skin that has only ever been shaved with a blade is not conditioned to the specific friction and vibration of a rotating or oscillating cutter, and the first week often produces redness that looks like the shaver is wrong for you. Shave every day through that period rather than skipping days, and judge the result at the end of week three.
Should I shave wet or dry with an electric?

Most modern shavers do both, so try dry for a fortnight and wet for a fortnight and keep whichever your skin prefers. Wet shaving with an electric also means cleaning it after every use, because gel dries inside the head and stiffens the cutter.
How often do replacement heads need changing?
Every twelve to eighteen months for most people, and the manufacturer's interval is a reasonable guide. Foils thin with use and eventually perforate, cutters lose their edge, and a worn head pulls hair rather than cutting it. Tugging, a shave that suddenly takes twice as long, or new irritation with no other change are the three signals. Heads are the real running cost of an electric shaver.
Do electric shavers cause ingrown hairs?
Far less often than cartridge razors do. Ingrown hairs mostly come from hysteresis: a leading blade pulls the hair up out of the follicle, a following blade cuts it, and the cut end retracts below the skin, where it can grow into the follicle wall. An electric never gets below the surface, so there is nothing to retract. That is the main reason dermatologists recommend them for bump-prone skin.
Does a more expensive electric shaver shave closer?
Not in a way most people notice. Above the mid range, extra money buys cleaning stations, faster charging, travel cases, contour-following joints and quieter motors. The cutting mechanism is broadly similar across a manufacturer's line. Matching the head type to your hair and face shape changes the result far more than moving up a tier within one type.
