An electric foil shaver runs a row of blades that oscillate side to side underneath a thin perforated metal screen. Hair enters through the perforations, and the blade shears it against the inside face of the screen.
A rotary shaver spins circular cutters underneath three or four round perforated heads, each mounted on its own pivot. Hair enters through the slots and the turning cutter takes it off.
Those two mechanisms fail in opposite places, and that is the entire comparison. A flat screen needs a flat surface and consistent hair direction. Circular cutters on independent pivots need neither, and pay for that with a fraction of a millimetre of closeness.

Where a foil wins
On flat planes. A cheek is close to a plane, and a straight screen sits on a plane with its whole surface in contact. Every perforation is working. That is why the same shaver that feels excellent on a cheek can feel useless under a jaw.
On straight, consistent growth. Oscillating blades cut hair that is presented across the direction of travel. When your growth runs one way and you shave the other way, every hair meets the blade at the right angle.
On closeness. The blade sits directly under a thin flat screen with no intervening geometry, so the cut is as near the skin as the screen allows. On edges. A foil head has a straight leading edge, so it holds a sideburn line and gets under a nose. Rotary heads are round and round things do not draw straight lines.
On coarse, dense hair, provided the motor is up to it. Foil systems shear rather than sweep, which suits thick hair, and models built for coarse beards add torque rather than a different screen.
Where a rotary wins
On contours. A jaw, a chin and the hollow under the ear are curved in two directions at once. Three independently pivoting heads settle onto whatever they meet, so contact is maintained where a screen would be touching at one point.
On multi-directional growth. Necks are the common case. Hair on a throat frequently grows sideways, upwards and in small whorls within a few centimetres, and a circular cutter takes hair from any direction equally. A foil user with a swirling neck spends the shave changing stroke direction and still misses patches.
On pressure and comfort. Because the pivots maintain contact, you do not have to press to keep the head down. Pressure is the main cause of electric-shave irritation, so a system that needs less of it is gentler in ordinary use.
On long or flat-lying hair. Slots on a rotary head are generally more forgiving of hair that has lain over rather than standing up.
On the head. Every dedicated head shaver uses rotary cutters, for exactly these reasons applied to a dome. The electric head shaver is a rotary system in a palm-held body.
Pivoting heads: read the claim carefully
Both systems advertise pivoting, and the word covers two very different things.
On most foil shavers, the whole head assembly pivots as one unit, and on better ones each screen also floats slightly within it. That helps on a jaw and cannot make a flat screen curved.
On rotary shavers, each head pivots individually and the cluster is mounted on a further pivot. That is why the contact behaviour is different in kind rather than in degree.
When a specification says flexible head, check whether it means one hinge or several. One hinge on a foil shaver is not a substitute for the rotary geometry, and it is the single most misleading phrase in the category.
Wet and dry
Both systems run wet or dry on any model rated for it, and both cut slightly closer dry, because dry hair stands away from the skin while wet hair lies flat and slides past.
The difference is what wet use is for. On a foil, gel mostly reduces friction and heat, which is the main comfort complaint with foils. On a rotary, gel mostly slows the cutters and softens an already gentle shave.
If you shave in the shower, check the model is rated for rinsing with the motor running rather than just splash resistant. Foils are marginally more vulnerable to water sitting in the head, because the cutter block underneath the screen is a tight assembly that traps it.
Cleaning and replacement
Foil. Rinse the head under running water with the motor going. Weekly, lift the screen off and brush the compacted hair from the cutter block underneath. Never brush the inside of the screen: it dents, and a dented screen holds the blades off the skin permanently. Replace the screen and the cutter block together, on the maker’s schedule, generally somewhere between a year and eighteen months.
Rotary. Unclip the retaining ring, take out each cutter and guard, and brush them. Keep each cutter with its own guard, because they wear as a matched pair and swapping them makes both worse. Replace the whole set of heads at once rather than one at a time, again on the maker’s published interval.
Cleaning stations exist for both and are worth having for neither reason people expect. They do not make the shave closer. They keep it from decaying, by removing the residue that would otherwise build up under the cutters between the weekly clean.
Technique is different, and switching feels wrong at first
The two systems want opposite motions, which is why people who switch often conclude the new shaver is faulty.
A foil wants straight strokes, against the direction of growth, with the screen held flat and the skin pulled taut by your free hand. Circles on a foil achieve nothing: the blades only move in one axis, so half of every circle is a wasted pass.
A rotary wants slow overlapping circles, with almost no pressure, letting the heads find their own angle. Straight strokes on a rotary work but cover less, because you are only using the leading edge of each head.
Give either three weeks. Skin adapting to a new cutting system and a hand learning a new motion both take roughly that long, and the first fortnight is not representative of either.
Who makes which
The split is stable and worth knowing when you shop. Braun and Panasonic are the two long-standing foil houses, the first built around a screen-and-cutter pairing and the second around high cutting speeds for coarse hair. Philips, branded Norelco in North America, owns the rotary side and has the most freely pivoting heads in the category.
There are foil models from rotary brands and vice versa, and as a rule the maker’s core system is the one to buy from them. The engineering, the parts availability and the accessory range all follow the main line.
Three questions that settle it in a minute
Run a hand up your throat against the growth. If the hair feels like it comes from several directions at once, buy rotary. This single test predicts satisfaction better than any other.
Look at your jawline in a mirror and find where it turns. A soft, gradual transition suits a foil. A sharp angle between jaw and neck is rotary territory.
Ask what you are willing to practise. A foil needs you to hold an angle and stretch skin, and pays you back in closeness. A rotary asks for almost nothing and gives a slightly longer, very even result.
What the two systems cost you over time
Neither is cheaper to run in a way that should decide the purchase, but the shape of the spending differs.
Foil systems replace two matched parts, a screen and a cutter block, usually sold together. A screen can also be destroyed early by a knock or a stiff brush, so foil owners occasionally buy a set ahead of schedule.
Rotary systems replace a set of three or four cutter-and-guard pairs at once. They are almost impossible to damage accidentally, so the replacement interval is the interval.
The larger variable for both is the battery, which is what usually ends a shaver’s life and is rarely replaceable. A model that will also run from the mains outlasts its own cell.
Which should you buy
- Straight growth, flat-planed face, closeness is the priority: foil.
- Swirling neck growth, strong jaw and chin contours: rotary.
- Coming from a razor and impatient: rotary, because it works properly in the first week.
- Very coarse, dense hair: foil with a high-torque motor.
- Sensitive skin that reddens: rotary, then wet use with gel if it still reacts.
- You keep sharp sideburn or beard lines: foil, or a rotary plus a separate trimmer.
- You are shaving a head as well as a face: rotary, and preferably a dedicated palm-held tool.
